Designer of the Hollywood Bowl, Blanchard also created Blanchard Hall, the first art gallery in Los Angeles. Educated in Boston, Blanchard moved to LA in 1894 and in 1899 began construction on Blanchard Hall, an office and studio building of which he was president. In 1911, Blanchard was named president of the Los Angeles Municipal Art Commission, a position he held again in 1922 until the time of his death. He originated the art exhibit at City Hall and started the art collection there. He served as an officer and president of the Municipal Art Commission, was the first president of the Hollywood Bowl Association, headed the architectural board for New Windsor Square, and served as president of the American Opera Association.

Mr. Blanchard was born in Boston, August 21, 1864, and married Marion Tucker in Boston in 1899. Follwing her death he married Grace Hampton in 1902, who survived him. He was the father of Dudley T. Blanchard and brother of Mrs. D. E. Hartwell.
