Matthäus was born on August 2, 1789 in Urach, Württemberg (now Bad Urach, Landkreis Reutlingen, Baden-Württemberg), Germany, the son of "Balthasar" Johann Balthasar Männer and "Christina" Maria Christina Widmann. He was married twice:
1. to ?. She died.
2. to Regina Stark in 1817 in Dettingen, Württemberg.

Matthäus and Regina were the parents of at least two children:
1. Marie Agnes Barbara Männer (September 23/24, 1817 - October 6, 1817) - her death record reports her name as Maria Augusta Männer.
2. Johannes Männer
