Edward was the oldest son of Daniel Rowley and Rita Downs. The large Downs family included Rita Downs. They were from Weathersfield, Vermont, before they moved as a family to Ticonderoga, New York. Edward's father Daniel Rowley was the son of Timothy Parsons Rowley. On Edmond Rowley's father (Daniel Rowley) 1873 St. Clair, Michigan, death register, it shows that Daniel Rowley was born in Vermont and that his father's name was Timothy Rowley.
