Mr. Hoover was reared and received his early education in Pine Bluff before moving to Altheimer and graduating from Altheimer High School in 1937. He attended Ouachita Baptist University. Mr. Hoover entered the oil business working for his brother, Racel Hoover in Altheimer; joined Conoco Oil in Houston, worked in marketing there and 12 other cities; in 1969 established Hoover Oil Company in Pine Bluff and established Hoover Real Estate & Investment Company in 1994. He was a member of Central Baptist Church in Hot Springs; a former member of First United Methodist Church in Pine Bluff; Chamber of Commerce in Pine Bluff; Fifty for the Future and State & National Oil Marketing Associations.

He was predeceased by his parents; his first wife, Frances M. Hoover; one son, James Edward "Jim" Hoover; two sisters, Vivian Shackleford & Eunice Ruth Vassaur and one brother, Racel Hoover. Survivors include his wife, Juanita Kauffman Thorpe Hoover of Hot Springs; two sons, John R. Hoover of Brandon, Miss. and Dennis W. Hoover of Little Rock; two daughters, Margaret A. Stone of Hot Springs and Pamela S. Holden of Little Rock; ten grandchildren and seven great grandchildren.
