Born to George Washington Billings (1859-1939) & Ada V. "Dolly" Keller Billings (1863-1887). Henry married Olivia Janette Smith (1888-after 1960) of Tennessee about 1912.

Henry was living at Ashport, Lauderdale County, Tennessee near the Mississippi River in 1900. He was in Covington, Tipton County, Tennessee in 1910 working as a salesman in a grocery store here while living with his father, who was running a general mercantile store. It was here that he met and married Olivia Janette Smith.

By 1917 during WW I, Henry was working in a grocery store in Bytheville, Mississippi County, Arkansas living with Olivia and two sons; by 1920 they all had moved to Osceola, Mississippi County, Arkansas. In 1930, they were living in Memphis, Tennessee, where Henry was working in an auto plant as a painter.

Three children:
• Mose Maurice Billings (1914-1961)
• Suber Fontaine Billings (1917-after 1944)
• Sara Helen Billings Lewis Scruggs (1920-1992)

Henry & Olivia lived at 490 Rosewood in Memphis.
