Howard was the son of John Simeon Norman and Julia Woodworth. He converted to the Catholic faith and married Emma Fussner at St. Mary's Cathedral Peoria Illinois, on 1 December 1923, together the were the parents of 6 sons, one of whom became a Catholic priest. At the time of his death he was living with his son Harold at 5141 North Lowell St. Chicago Illinois, where he died. On 28 Feb 2014 his son Theodore George Norman passed away in Salem Oregon of brain Cancer- all sons are now deceased.
