U.S. Congressman. Raised on a farm, he graduated from Mercer University in 1888, studied law, was admitted to the bar in 1892 and commenced to practice law in Sylvania, Georgia. He was a member of the Georgia State House of Representatives (1898-99), a member of the Democratic executive committee (1905-06) and judge of the Sylvania City Court (1902-06). In 1906, he was elected as a Democrat to the Fifty-ninth Congress to fill the vacancy caused by the death of Rufus E. Lester, serving until 1907. He was again elected to the Sixty-fifth, Sixty-sixth, and Sixty-seventh Congresses, serving 1917-23. An unsuccessful candidate for re-nomination, he resumed the practice of law until his death.
