Belinda was born in Delaware Twp. of then Wayne Co. (Her birthplace would become Pike Co. just weeks after her birth.) She was baptized in the Dutch Reformed Church. Her mother was Hannah/Janneke Decker from the Dutch village of Machackemack, now Port Jervis, N.Y. Hannah's parents were Johannes Decker and Sarah Hoornbeek, explaining Belinda's slightly anglicized middle name.

Belinda's siblings were Sarah (b. Feb. 10, 1807), Elenor (b. 1809), Gilbert Jr. (1811-1891), Leah (Sept. 4, 1816-1852), Daniel and Catherine.

Her brother Gilbert Jr. was an artillery soldier and her son Maurice was an infantry soldier in the Civil War. Her husband Gabriel's diary and Maurice's letters home from the war are chronicled in William F. Henn's book, The Diary of Gabriel Layton and the Civil War Letters of His Son: A Chronicle of Life Along the River in Delaware Township 1859-1869.

Belinda was a hardworking farm wife and mother of seven children. A widow, she died of "general debility" in Delaware Twp., where she had been born.
