Born in Belton, he was a son of the late Julian Hoyt Kay and Lottie Nelson Kay. Dr. Kay was a member of First Presbyterian Church, the S.C. Medical Association, and the Fortnightly Club. He was an avid historian and especially enjoyed researching genealogy pertaining to his family. He was a graduate of The Citadel and the Medical University of South Carolina. He was a former anesthesiologist at Tuomey Healthcare System for more than 35 years and was currently a physician with the S.C. Department of Corrections. He was a U.S. Air Force veteran.
