His parents are Joseph T. Atkin, Sr. (1863-1938) and Susie Jane (Fawcett) Atkin (1875-1962.

He became a cattle and sheep man on the Arizona Strip. Later they owned the Sugar Loaf Cafe and the Big Hand Cafe in St. George.

Rudger was an LDS Stake President, President of the St. George LDS Temple from 1963-1970. He was also a Washington County Commissioner for a period of time.
