Clifford was the son of Pauline Seiter, and a former manager of the J. N. Allen Sugar Company and husband of the late Emma C. Niccum Seiter who was born in 1886 in Indiana. He was a World War I Veteran. He was the father of Clifford Theodore Seiter, Jr.; Margaret Elizabeth Seiter Davis; Francis L Seiter Baty; and Mary Hellen Seiter.
