US Congressman. Elected to represent West Virginia's 3rd District in the United States House of Representatives, serving from 1927 to 1929. He was defeated as Democratic in 1928. Also served as Circuit Judge from 1913 to 1919, and Secretary of the State of West Virginia from 1933 until his death in 1948. He was also an attorney.
