Born September 15, 1889, in Tyler (Smith County, Texas), Phillips lived in the Wichita Falls area for 50 years. He was a retired farmer and a member of the Baptist church. Survivors include two daughters, Mrs. James S. Goforth of Wichita Falls and Mrs. Loyd E. Hamilton of Bridgeport; three sons, J. F. Phillips, Vernon; H. L. Phillips, Jacksboro; and J.[sic] H. "Gene" Phillips, Wichita Falls; 10 grandchildren and 17 great grandchildren."
