US Congressman. He was born one of four children (he also had two brothers and one sister) in Philadelphia, Pennsylvania, to George Michael Swoope and his wife Eva Barbara Sabina Kuhn Swoope on October 9, 1766. He was educated locally and attended common public schools. He then moved to Staunton, Virginia, in 1789, and became involved in mercantile business pursuits. He married Mary Elizabeth "Eliza" McDowell on June 2, 1790, in Staunton, Virginia, and the couple would have five children together. He entered politics shortly thereafter and served in many local public offices before being elected the first Mayor of Staunton, Virginia, under the new charter of 1801. He served as the Mayor of Staunton, Virginia, from 1801 to 1804. He was reelected Mayor of Staunton, Virginia, and served from 1804 to 1805. He then decided to run for a seat in the United States Congress and was elected having defeated Democratic-Republican Daniel Smith in 1808. A Member of the Federalist Party, he then served Virginia's 4th District (Eleventh Congress) in the United States House of Representatives from March 4, 1809, to March 3, 1811. He declined to be a Candidate for renomination in 1810. After his term in the United States Congress expired he was succeeded in office by United States Representative William McCoy on March 4, 1811. After leaving the United States Congress he returned to Staunton, Virginia, where he continued with other pursuits. He passed away in Staunton, Virginia, on March 26, 1832, at the age of 65, and was buried in Trinity Episcopal Churchyard in that city.
