Joseph was the son of Richard Askew Sr and Lillie Mae Winslow Askew. He was educated in the Houston County School System. He was well known for his Auto Repair skills. He was a member of Green Grove Baptist Church in Elko, Georgia.
He was married to Romona Askew.
