"Col. R. C. Franklin Jr., 48,...died Sunday at Tinker Hospital..retired earlier this month as director of Material management...attended Junior College in California...enlisted in the Army Air Corps in 1940. ...commissioned as a Second Lieutenant in 1941 and flew a combat tour as a fighter pilot in the European Theatre of Operations..later assigned to the 8th Fighter Command.
...held the Distinguished Flying Cross with Oak Leaf cluster, the Air Medal with six Oak Leaf clusters, and the French Croix de Guerre...promoted to major at age 23.
...recalled to active duty shortly after the outbreak of the Korean War, and from 1951 to 1954, served as deputy director of student personnel at George Air Force Base, Victorville, Calif...promoted to colonel in 1955.
In 1956 he transferred to Supreme Headquarters, Allied Powers in Europe (SHAPE) and served as chief of Atomic Operations Section in the office of the Air Deputy to the Supreme Commander.
Upon his return to the United States he served as Chief of Manned Systems Branch, TAC Division and later as Deputy Chief of the TAC Division.
In 1961 he was transferred to Nellis AFB, Nev. where he served as Wing Operations Officer of the 4520th Combat Group Training Wing and later as Commander of the 4520th Combat Training Group.
...later served at Hickam AFB, Hawaii, as Inspector General to the Commander of the Pacific Air Forces. He came to Tinker AFB in 1967..retired from the Air Force July 2, 1969.
Other awards...the Legion of Merit, Air Force Commendation Medal, Army Commendation Medal, World War II Victory Medal, National Defense Service Medal and European Theatre Medal with five battle stars.
Survivors include his wife, Stella, and a son, Russell Allen of the home; three daughters, Mrs. Cathy Benningson, Cambridge, Mass;.; Mrs. Valerie J.
