Henry is the son of Brevet Brig. General Thomas Jefferson Haines and Anne Hays Cargill Haines. He was born in Fort Leavenworth, Kansas. He graduated at age 21 in 1880,from Annapolis. He was promoted as follows: July 1,1883 2nd Lt, 1st Lt. June 25, 1890. Aug 11, 1898 Captain, 3 yrs later Major. Lt. Col Dec 15, 1904. Aug 1916 Col. and Asst. Adjutant & Inspector and Jan 14, 1920, Brigadier General. The second in his family to achieve this rank.

In 1903-05 Gen. Haines was in charge of the Office of Assistant Adjutant and Inspector in San Francisco, Caifornia. In 1906 he was assigned to duty in Berkeley, California. 1908-1912 to Marine Corps. Headquarters. In 1912-14 he served at the Pacific Inspection District at San Francisco. On April 1, 1914 he was placed in charge of the Assistant Adjutant and Inspector's Dept. at San Francisco.

He Married Emma Mydelina Elizabeth Burgers,(1865-1894) of Graff Reimet, Cape Colony on 22 March 1887 in London, England in the Parish St Edmund the King and Martyr. They had 2 sons: Thomas Burgers Haines, and John Meade Haines. In 1898 he married Helen Mason Rockwell of Chatham, Mass. They had a son, Henry Rockwell Haines,(1898-1971) and 2 daughters, Barbara Haines,(1905-1984) and Helen Brandon Haines.(1906-1980) He retired Jan 1, 1923 after serving 47 years in the Marine Corps. On Aug 8, 1926 Henry died at the wheel of his car while driving in Berkeley, California.

He was a member of the Loyal Legion, The Military Order of Carabao, The Army and Navy Club of Washington, and the New York Yacht Club.
