Horace was born in Minnesota and raised in Tacoma, Washington, the eldest of nine children. His parents and grandparents had emigrated from England. Horace was a champion swimmer in his youth and served in the navy in World War I. Horace married M. Edythe Edwards in 1920 and settled in San Diego, California. They had one daughter, Dona Dee Decker. Horace became a long term employee of Ryan Aeronautical Company as a welding foreman.
