David was the son of Dunham and Clara Downs. He married Laura Hake in about 1897. In 1900 David was working in a laundry in Clarinda, Iowa. Thereafter, he was employed by the railroad, living in The Dalles, Wasco County, Oregon, Sparks, Nevada and Fullerton, California.

The children of David P. Downs and Laura Hake were:
1. Deronda H. Downs (1898-1956)
2. George E. Downs (1899-1954)
