Harvey Lee Ashmore was the eldest of five children born to Steven Lee Ashmore and Minnie Reno Ashmore. Harvey was born on the Bell Farm near Manor, Texas. He graduated from Nixon Clay Business College in Austin, Texas. In 1936, Harvey married Jewel Solomon. They had two natural children and one adopted child. They later moved to Galveston, Texas, where Harvey worked for Todd Shipyard.

Ashmore; sisters, Elizabeth Anderson of Austin and Stella Stringer of Indiana; five grandchildren and two great-grandchildren.
