Hugh was the son of John Mercer Patton, a leading Virginia lawyer and politician, and briefly Acting Governor of Virginia in 1841.
Hugh enlisted as a private in the 7th Virginia Infantry on 15 April 1861, where he served under his brother, Lt. Col. Waller Tazewell Patton. Hugh was wounded at the Battle of Second Manassas in August 1862, before being named regimental adjutant and later in 1862 promoted to Lieutenant, at which time he transferred to the staff of General John Rogers Cooke (brother-in-law of Lt. Gen. J.E.B. Stuart.) After the War he was a businessman in Culpeper and briefly a clerk of the Virginia Senate. He married Fannie Dade Bull in 1870; they had nine children.
His brother Waller Patton of the 7th Virginia, was mortally wounded at the Battle of Gettysburg in July 1863 while serving as Colonel of that regiment. Another brother, Col. George Smith Patton of the 22nd Virginia Infantry, was killed at the Battle of Third Winchester in September 1864. George Smith Patton was the grandfather of General George S. Patton, Jr. of World War II fame; Hugh, therefore, was a great-uncle of the General.
He is buried near his parents in his father's plot. The government-issue marker for Hugh was placed on 21 May 2012 by the "Friends of Shockoe Hill Cemetery", and was made possible by the generous contribution of Jamie Totten, grandson of Gen. George S. Patton, Jr.
