William J. Mounts was the son of William Mounts, Sr. and Sarah Jeffrey. The couple also had a daughter they named Sarah Jane. When William J. was a young boy his mother died and he was raised by his father and stepmother Martha. William Sr. and Martha had eight children. William J. was married in 1853 to Salinda Galloway and they had three children. Later they divorced and William J. married Susan Tanner in 1881. Susan died shortly after. In 1890 William J. met and married Ruth E. Parris. They had one son. Part of a news article written about his death said, "He was a frontiersman, having been in all the new countries that have ever been opened. He was through this country in the early days and spent years as a deputy United States marshal in the Territory. He has, it is said, been a voter in nearly every state in the union. Until his recent attack of grip, Mr. Mounts had always been a strong, hearty man and his sudden death will be a severe shock to his relatives."
