WASHINGTON TERRACE—Joseph Smith Phelps, 83 of 4919 South 150 East, died Wednesday in a Provo hospital of heart failure.

He was born March 6, 1883, at Montpelier, Idaho, a son of Joseph Morris and Margaret Hunter Phelps. He attended school in Montpelier and came to Ogden in November of 1950.

On September 30, 1905 he was married to Margaret Jane Wilcox at Montpelier. They received endowments in the Salt Lake LDS Temple October 10, 1907. She died in June of 1959. On November 18, 1959 he was married to Louise M. Sorensen in Los Angeles, California.

He had been a farmer, builder and plumber and had also been a construction worker for the Union Pacific Railroad and a member of the Montpelier Police Department. He was a High Priest in the Washington Terrace Second Ward and had served as assistant group leader and as group leader in the Terrace Second and Fifth wards. He served a mission to northern England in December of 1909 to March of 1912 and had served in the Sunday School, Mia and was a Boy Scout leader, ward teacher and temple worker. He had been a ward clerk in Montpelier Third Ward for eight years and was one of the seven presidents of the 79th Quorum of Seventies for 30 years. He served as a Montpelier Stake missionary and with his wife served a mission to Texas-Louisiana and Hawaii. He and his wife were also Weber Stake missionaries.

Surviving are his widow, one son J. M. Phelps, Huntington Beach, California; two step-sons, Norris A. Sorensen, Ogden, Blair M. Sorensen Brigham City; one daughter, Mrs. Alvin (Delores) Gortcinsky, Ogden; three step-daughters; Mrs. Merlin S. (Jean) Bench, Spokane, Washington; Mrs. Leonard J. (Lou) Tillotson, Salt Lake City; and Mrs. H. Lhomand (Barbara) Jones, San Mateo, California; seven grandchildren, 4 great-grandchildren, one sister, Mrs. Mary A. Parker, Murray; two half-sisters, Mrs. Lottie Grosjean and Mrs. Areta George, both of Montpelier.

Funeral services will be held Saturday at 11 a.m. in Lindquist and Sons Colonial Funeral chapel with Bishop Asael B. Griffith officiating. Friends may call at the mortuary Friday from 7-9 p.m. and Saturday prior to services. Interment in Washington Heights Memorial Park
