Sinclair is the 3rd child of Mary Munford Sinclair and Thomas Booth Taliaferro. Sinclair was born in Virginia and moved to Houston, Texas in 1870as the United States District Attorney for Eastern District of Texas. Appointed by President Grover Cleaveland. He married Rosalie in 1881.
