Walter B. Culver was born in Tompkins, Delaware County, New York, February 25, 1822 to John and Mary (Sleter) Culver. He moved with his parents to Iowa County, Wisconsin, about 1844 where they were among the earliest settlers of Arena. He married Emily Calkins 2 January 1846 at Helena, Iowa County, Wisconsin. In 1871, he moved with his wife and children to Clay County, Iowa, where he farmed. He died at Ruthven, Clay County, Iowa, 22 Feb 1891.
