Celestine was born August 21, 1943, in Galveston, Texas to Cornelius and Ellen Randall Wiley.
She attended public school in Galveston, and was a 1961 graduate of Central High School. She retired from UTMB Hospital, where she worked as a Unit Clerk.
She was preceded in death by her parents; husband, Ankles Allen; grandson, Rodrick Devonne Allen, Jr.
Visitation will begin at 4 p.m. on Sunday, March 4, 2007, followed by a wake form 7-8 p.m. at E. R. Johnson Family Mortuary. A service celebrating her life will be held at 11:00 a.m. on Monday, March 5, 2007, at Mt Olive Baptist Church. She will be laid to rest in the Houston National Cemetery, Houston, Texas.
