U.S. Congressman. Born near Bastrop, Texas, he graduated from the law department of the University of Texas, in 1898, from the law department of Yale University, in 1899, was admitted to the bar and later practiced law in New York City, in 1900. He was appointed by New York Governor Dix a delegate to the Atlantic Deeper Water Ways Convention in 1910 and was a delegate to the Democratic National Convention in 1912. In 1915, he was elected as a Democrat to the Sixty-fourth, Sixty-fifth, and Sixty-sixth Congresses, serving until 1921. Declining to be a candidate for re-nomination, he was appointed associate justice of the court of special sessions of New York City, (1926-35) and resumed the practice of law until his death at age 65.
