Cecil was born to Dan and Emma Bonnell. His siblings were Sidney and Helen. He was a veteran of the U.S. Army during World War II serving at Guadalcanal and in the Pacific. He was awarded the Purple Heart. He married Louise Lenore Douglas on July 20, 1947. He and Louise had one son, Michael, and a daughter, Cindy. He has one grandchild, Melinda Bonnell Bernal. Also, three great grandchildren, Lucas, Isaiah, and Alexis. Before retiring in 1975, he was employed for 20 years as a mechanic for the State of Illinois. He was a member of the Kankakee Veterans of Foreign Wars and Kankakee Valley Boat Club.
