U.S. Congressman. Moving to California in 1857, he graduated from the Pacific Methodist College, in 1865, served as supervisor of Sutter County, (1866-69), plus engaged in agricultural pursuits and mercantile business. He was a member of the California State Assembly, (1869, 71, 73, 75, 77-78). In 1879, he was elected as a Democrat to the Forty-sixth and Forty-seventh Congresses, serving until 1883. Declining to be a candidate for re-nomination, he was sub-treasurer of the United States at San Francisco, California, (1894-98).
