Frances is the biological daughter of Michael Killian and Christina/Justina Pfister who were married June 20, 1874 in Stearns County. Her birth record can be found on familysearch.org under the Stearns County Vital records, Birth Index (under the section for surnames beginning with K).
Both she and her younger brother John were of the same parents, and for some reason were adopted or given to Ferdinand Schwieters and his wife Anna Maria Welle. Apparently Justina was sent to the Fergus Falls State Hospital and remained there until her death in 1904.
In his obituary, Ferdinand refers to Frances and John as being his stepchildren. Something happened to their mother between 1880-1885 as she's on the census with Michael Killian in 1880 in Avon, but not on the 1885 census, and Micheal goes back to Indiana sometime between 1890-1894 as he remarries there in 1894 and dies in 1904. Justina can be found on the 1860 census in Buffalo, NY and on the 1870 census in Avon with her brother Balthasar Pfister and sister Catherine Pfister (who married Peter Spoden), and their mother Anna Maria (Fuchs) Pfister, sister to Anton/Andrew Fuchs of Avon.
Frances and John are the youngest of the 6 Killian children of Michael and Justina - their older siblings are: Kate, Luzia (Lucy), Anna, and Mary. Luzia married Gus Borchard.
