Billy was preceded in death by his wife, Lavell Ownby Arthur; his parents, Kavanough and EstaLee Arthur.
Survivors include son and daughter-in-law, Jerry Arthur and Carol Mooney of Crandall; daughters and sons-in-law, Angie Blair of Crandall, Karen and Dennis Ball of Crandall, Julia and Dale Baggett of Chatsworth; grandchildren, Ethan Blair, Justin Maddox, Danielle Arthur, Amanda and Nick Smith, Shay and Chris Rymer; great-grandchildren, Alivia and Lily Rymer; special aunt, Willa Dean Sampson; sisters and brothers-in-law, Trenalo Crider of Crandall, Betty and Paul Timms of Crandall, Nina Jo Kilgore of Chatsworth, Roselle and James Baker of Ringgold, Kathleen and Ivan Franklin of Chatsworth; nieces, nephews, and cousins also survive.
