Franklin "Frank" Garvin was born January 9, 1852 in Kentucky, USA.

His parents were William Harrison "Red" Garvin (1812 – 1890) and Eleanor "Ellen" D. Richards Garvin (b. 1809). Both of his parents are buried in Patton Cemetery, Soldier, Carter County, Kentucky.

Franklin and Annie Bell Ham were engaged to be married.
However, on May 1, 1881 Franklin died of consumption (tuberculosis) shortly before the wedding.

In 1889, Annie Bell and Franklin's brother William Wallace Garvin married.
(William Wallace's wife Mahulda "Huldy" Hiatt Garvin had died in 1884.)
Annie Bell and William Wallace named their younger son Franklin after him.

(Annie Bell asked grand-daughter Mary Frances Garvin to name her son Franklin after him. Mary Frances did so, and "Frank" was in the names of her first son--Christopher Frank John Shaw, 1961-2007).
