He married Cora E White in Madison Co. N.Y., abt. 1875. Cora was the daughter of William B. White and Louisa Johnson White and was born in 1861 in Madison Co., NY.  William died during the Civil War in a parole hospital near Annapolis, MD and was buried in what was to become the Annapolis Nat’l Cemetery.
Cora White Bills died at Utica, Oneida County, N.Y., at the state Hospital in 1915, and is believed to have been buried in the Hospital Cemetery, on the grounds of the Utica Psychiatric center.
Children of Perley and Cora Bills:
Alida Mae Bills Alcott, was born in 1877 or ’78. In the 1880 census she is living with her father, and her grandparents, Sidney Bills, and wife Virtue (Barber) Bills, and age is listed as 2 years.

After Perley's death 4 April 1898 (this year is per the New York Death Index, 1852-1956), his wife Cora E. White Bills married in 1899 Jacob Kern (supposedly a longtime boyfriend since Cora and Perley had been estranged for at least a decade and a half or more). I have never found them together in a census - federal or New York state.
Cora Kern was buried in Glenwood Cemetery, Madison Co., NY near her mother Louisa M. Johnson White's gravesite. Cora's father William B. White (died of disease in Union hospital near Annapolis, MD and was buried at the Annapolis Cem. now known as Annapolis National Cemetery) has a memorial stone at Glenwood Cemetery, Madison Co., NY.

I already have Cora's since her mother Louisa White had to provide birth event for each of William B. White's children so they would receive minor child pension.
