US Congressman. He was born in Rio de Janeiro while his father was United States Minister to Brazil. A cadet at Virginia Military Institute, he participated in the Battle of New Market in 1862, and later became a lieutenant in the Confederate Army. He was United States Attorney for the Eastern District of Virginia from 1882 to 1883 and a United States Representative from Virginia from 1883 to 1885. He was the unsuccessful Republican candidate for Governor of Virginia in 1885. His father was Governor Henry A. Wise and he was the brother of United States Representative Richard A. Wise.
