Most of William's working life was with the George W. Helm Snuff Co, whose headquarters was in New York. He never lived in NY, to the best of his nephew, Maynard E. Young, Jr.'s, knowledge, but did go there for conventions. When SS went into effect in 1937, the company may have obtained SS numbers for it's employees.
