Charles Allen was born in New York City and was following the profession of a hatter when the civil war broke out. At 19 he had a fair complexion, dark hair and grey eyes and stood 5 ft. 5.5 in. tall.

Charles was 19 when he enlisted on January 25, 1865, at New York City into the 24th NY Cavalry. He mustered in as a private , Co. G., and signed up to serve 3 years.

He transferred to Co. G, First Provisional Cavalry on June 17, 1865. He mustered out on June 21, 1865 at Lincoln General Hospital, Washington, D.C..
