Moses was born on Mar 12, 1853 to George W. and Sarah Sally Carson Payne in Mt Vernon, Rockcastle County, Kentucky where he grew to manhood with his siblings of David, Jonathan, Joseph, and Reuben Payne. He was preceded in death by 3 of his brothers and his Mother. Also surviving him were his half brothers and sisters;Nancy,Lurena,John, Ansel, Sarah and Timioleon and his wife Sarah Cummins,born Sept 20, 1852 in Rockcastle County,and eight children. Cause of death was from a accident noted in the Mt.Vernon Signal on Feb 18,1898: "Moses Payne while plowing tuesday afternoon, was killed by being dragged against a stump by his team which had become frightened and ray away.He got tangled up in his lines;death resulted after twenty minutes after the catastrophe. He leaves a wife and eight children to mourn his untimely death. His brother David came up from Crab Orchard on Tuesday." Burial was in the Old Freedom Cemetery.
