US Congressman. Born in New Bern, North Carolina, his father was Senator William Blount when he moved to Tennessee and engaged in agricultural pursuits. He later studied law, was admitted to the bar in 1805 and commenced to practice in Knoxville. He served as a member of State House of Representatives in 1811 and was the Secretary of State of Tennessee, (1811-15). In 1815, he was elected as a Republican to the Fourteenth Congress to fill the vacancy caused by the death of John Sevier, reelected to the Fifteenth Congress and served until 1819. He declined to be a candidate for re-nomination, returned to Tennessee and resumed the practice of law until his death at age 43.
