US Congressman. Born in Atlanta, Illinois, he was a Methodist minister when he relocated to Kansas in 1870. There, he was involved in politics, and was an unsuccessful Prohibition candidate for Governor of Kansas in 1888, unsuccessful candidate for election to the Fifty-fourth Congress in 1894, but was appointed chaplain of the Kansas State Senate. In 1897, he was elected as a Populist to the Fifty-fifth Congress serving until 1899. A unsuccessful candidate for reelection, he resumed ministerial duties and again was an unsuccessful candidate for Governor in 1908. In 1913, Governor Walter R. Stubbs appointed him warden of the State Penitentiary at Lansing, Kansas. He served until 1915, then resumed his ministerial duties and later became a Chautauqua lecturer. He died at age 72 in Liberal, Kansas.
