Born in Normal, Illinois in 1864, to General Charles Edward Hovey and Harriet Farnham Spofford Hovey. Attended Dartmouth College. He published his first poems in 1890. Hovey travelled Europe with Henrietta Knapp Russell, with whom he had a son. Hovey died after surgery in New York City in 1900.
