Dr. Carter, 80, a Washington dentist for over 50 years, died at his home. He was survived by a son, a daughter, five sisters, and two brothers. He graduated from Columbian College, now The George Washington University. He was a member of the Virginia Historical Society, the Columbia Historical Society, the District and American Dental Societies, the Washington Board of Trade, and old Sixth Presbyterian Church. He was active in the Masons. He was a master of B. B. French Masonic Lodge, high priest of Columbia Chapter No. 1, and grand high priest of the Grand Chapter of Royal Arch Masons.
