Grover was the son of Ira Edward and Ellfleda (Ella) Solomon Wheeler. He had six siblings: Eliza Ellen, Milton Henry, William Nelson, Jennie Pearl, Theodore Otis, and Verna Crete.

He was born in Bushnell, IL and spent his childhood in McDonough and Fulton County, IL. Though his family moved to Scotland County, Missouri when he was a young teen, he remained in Illinois where he worked as a farmer and a coal miner (Fulton County).

Grover was first married to Olive Thrasher. They had two children: Edward Franklin and Viola Lea.

By 1930 he had moved to Knox County, IL.

On December 5, 1931 he married Teresa Regina Clark. They had two children: Norma Regina and Lester Clark, who died in infancy.

In 1950 he moved his family to Lewis County, Missouri where he spent the rest of his life.
