Paul H. Ballard, business manager of Ohio University and a former member of the Ohio legislature, died at 5:45 a.m. Monday in the university's Health Center. He was 56. Mr. Ballard returned last week from Columbus, where he had been taking treatment for three weeks for a rare form of leukemia. He was taken to the OU hospital Saturday night. He came to the university in 1948 after serving nearly 14 consecutive years as Jackson County representative in the Ohio House of Representatives. He resigned during his seventh two-year term to accept the OU position. Mr. Ballard was born in Mercer County W.Va., but came to Jackson when he was a boy and was educated in the public schools there. As a youth, he was a store clerk and delivery wagon driver from a general store. In addition to his wife, Lela, Mr. Ballard is survived by a daughter, Mrs. B.T. McCourt, and a son, Harold, both of Columbus. Last surviving member of his immediate family, he leaves a half-sister and five half-brothers, including Joe, of Logan, and William, of Jackson.
