James was born on 30 Sept 1840 to Eli G. Woolfenden and Sarah Bailey Woolfenden. James grew up in the district one area of Baltimore. He enlisted in the Union Army, Company B, 10th Regiment in 1863.

On 29 March 1867 he married Margaret Ann "Maggie" Maxwell at the home of her parents, Robert and Mary E. Maxwell.

On 22 Aug 1867 he joined the Franklin Lodge No. 2, Independent Order of Odd Fellows, Baltimore, Maryland.

On 25 April 1872 his wife Maggie died, shortly after childbirth.

On 11 Jan 1874 James married Ann Ella Nicholson.

By 1876 James and Ella were members of the Church of the Holy Cross, Episcopal on Millington Lane in Baltimore, Maryland. Many of their children continued to attend this same church during their adult years, as did James' siblings.

James worked as a carpenter and lived in the Loudon Avenue, Millington Lane, and Marriot areas of Baltimore until his death on 10 Feb 1900.
