He was born in Kilmarnock, Ayrshire, Scotland, the son of James Atkinson and Marion [McWhirter] Atkinson. He and Elizabeth were married November 1, 1844 in Kilmarnock. The family emigrated to Toranto, Ontario, Canada in 1855.

ATKINSON 02 Nov 1901 Lonaconing- Hugh Atkinson died at his home yesterday, aged 82 years. His death occurred on the 56th (sic) anniversary of his wedding day. His widow, aged 80 survives along with 3 sons and 2 daughters: John Atkinson of Cumberland; Henry, Jasper, and Mrs John Price and Mrs James Hotchkiss-all of Lonaconing; 28 grandchildren and 10 great grandchildren. Mr Atkinson came to Allegany County from Nova Scotia (sic) 36 years ago, settling first in Eckhart where he found employment in the mines, and after 1 year, came to Lonaconing where he has since lived. He has been a faithful member of the Presbyterian church. The funeral is on Sunday.

Henry was born in Toronto in October 1858 before the family crossed Lake Ontario and settled on a farm near Alberough Township, Middlesex County. A third son, John, was born in August 1864.
A weaver by trade, Hugh did not make a successful farmer. In the summer of 1865, at the close of the American Civil War, Hugh with Elizabeth and children in tow crossed the border into the United States, traveled probably by train to Allegany County, Maryland, and settled in Eckhart before moving to Lonaconing the following year. Hugh found employment with a coal company.
