Fern was born in Orrock Township, Sherburne County to Coston and Grace Bell. She was employed at Rural Rehabilitation Corporation and the Farm and Home Security Administration office in Elk River, Big Lake, and Anoka. She was a member of the Sherburne County Historical Society and wrote burning permits for the D.N.R. for over fifty years. In 2007 Fern was the Sherburne County Senior Queen. Fern married Wilbur Taylor and had a son, Bruce.
