The son of Ferdinand Willard Bailey and Cleta Swartz, he had worked as a sales executive for Wapakoneta Machine Co. He was a member of the American Legion of Bel Air, a charter member of the Maryland Golf and Country Club, and a member of the Bush River Yacht Club. An avid golfer, he was the 1st and 10th club champion of the Maryland Golf and Country Club. He was also an avid Colt's football fan. He had owned and operated the B & R Tool and Die Company, a steel fabrication company, and the H.B. Company, a tool grinding company.

He is survived by his wife of 65 years, H. Louise Disney Bailey; one son, Scott D. (Joyce) Bailey of Florida; one daughter, Diann B. (Hugh Jr.) Poston of West Virginia; one brother, John Bailey of Ohio; five grandchildren; and twelve great-grandchildren. In addition to his parents, he was predeceased by one sister, Mabel C. Emerson.
