Son of Frederick and Elizabeth (Tozer) Parker, William Clark Parker was born in 1800 in New York. He moved west to Lawrence County, Ohio, where he met and married Isabella Neal in 1824. Their first three children, John, Sarah, and Lydia, were born there. They moved to Huntington County, Indiana about 1837, where the remainder of their children, being William, Abigail, Henry, Richard, Julia, and Benjamin, were born. William was a farmer, but also taught school in Huntington County from 1839 until the late 1840s, and served as an Associate Justice of the County Courty from 1841 to 1848.

Isabella Parker died in 1853 and was buried in Huntington County. Later that same year, William met and married Jane Shuman. They had a daughter, Clarissa, in Huntington County about a year later, and later moved to Decatur County, Iowa, where William died in 1867.
