U.S. Congressman. At the outbreak of the Civil War, he was an apprentice in the printer’s trade when he enlisted in the Union Army and served as a Private in the 2nd New Hampshire Regiment. After the war, he moved to Lakeport, New Hampshire, in 1868 and established the Lake Village Times. He was a member of the New Hampshire State House of Representatives, (1872-730, clerk of the supreme court for Belknap County, (1876-83), president of the New Hampshire Veterans’ Association, (1881-82) and department commander of the Grand Army of the Republic, (1881-82). In 1883, he was elected as a Republican to the Forty-eighth and Forty-ninth Congresses, serving until 1887. An unsuccessful candidate for reelection, he was an internal-revenue agent of the U.S. Treasury (1890-93) and established the internal-revenue service in the Philippine Islands, serving (1898-1912).
