Elmer was the third child of Marcus Paul and Marie Geneviere Hayes Bollinger. They had four children: Clarence, Burton, Elmer, and Marie all of St. Louis, Missouri.
Elmer met Iva Ann Akers McFerran along with her 8 year old son, Ivan John, and they married in St. Louis on June 18, 1930. Elmer was a successful businessman manufacturing and obtaining patents for a variety of his own inventions over the years. He was owner and operator of Bollinger Exterminator Service, St. Louis, for 50 years until he retired in 1965. He and Iva then moved to Kansas City to join family. He became a member of Grace Lutheran Church in Kansas City, Kansas.
